Raytheon ARMED: S3 Operations Mentor in Afghanistan

Job Description: The US has a requirement to organize, man, equip, and train Special Infantry units for the Afghan National Defense Security Forces (ANDSF). This Special Infantry organization, Ktah Khas (KKA), is an elite, highly mobile, light Infantry unit that specializes in assaults on conventional targets throughout Afghanistan. The S3 Mentor should have an appropriate level of experience within the U.S. military. Must display military values and leadership attributes; have the ability to plan, coordinate, prepare for, and execute a wide variety of tactical tasks; must be able to synchronize multiple functions to include the planning and orders process and continually assess the situation or execution of operations; MDMP; integration of and coordination between the KKA, ANASOC, SMW, GSG3, and conventional ANA forces. Location: Kabul, Afghanistan (Camp Scorpion) Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements. Responsibilities: The S3 Mentor shall advise the KKA S3 and S3 personnel on the following tasks: Current Operations/ Future Operations (CUOPS/FUOPS), to include training operations, proponency management and training, air-ground integration and operations, operations planning, raids, current and future operations, future plans, and multi-unit operations. TOC Operations, to include providing guidance and direction in the development of an efficient TOC organization and infrastructure; provide guidance with the development of the systems necessary to send, receive, and process current operations information and operations orders production; experienced in the integration and synchronization of organic and external resources and organization to accomplish the mission; experience with advising and working with foreign military, civilian personnel, and all government agencies. Should be able to maintain situational awareness of current operations through the KKA’s AOR and briefing appropriate command and staff levels on current operations. Plans/Policies, to include planning, resourcing, coordinating, and executing tactical and operational level missions and developing efficient and effective Plans/Policies. Must be able to maintain situational awareness of current operations through the KKA’s AOR and assist in the development of operational plans, while coordinating with other military organizations and taking into account their capabilities. Liaison Support, to include air-ground integration, coordinating with ANASOC, SMW, and other conventional ANA forces in support of the wide range of missions. Must be familiar with, or able to learn, the AMR process and work to build a constant communication link/ working relationship between ANASOC, SMW, and other ANA forces and the KKA. Required Qualifications: Prior Army or Marine Corps, served as an O4, or served in a Brigade S3 section as the Brigade S3, and have deployed operational experience in support of the GWOT, with a minimum of 12 months experience in Afghanistan. It is highly desired that the S3 Mentor have at least six (6) years of relative combined experience in operations at brigade or echelons above brigade. Competent with operating Personal Computer Skills & Microsoft Office Excellent Leadership, Organizational & Project Management Skills Able to clearly communicate in a timely manner both verbally and written. Able to resolve workplace conflict management. Knowledgeable in all aspects of training development, management, and operations. Experience with POI refinement and development. Team player -- must be able to professionally interact and work with team members and senior US military/coalition military advisors and Afghan ANDSF leaders and students. Detail-oriented with the ability to work under challenging deadlines. Security Clearance Requirement: Must have active/current SECRET or US equivalent (e.g. UK or FVEY) or NATO SECRET security clearance. Clearance is required to access and handle classified and sensitive personnel material, attend project meetings, and/or work within restricted areas unescorted. U.S. Citizenship status is required as this position needs an active U.S. DoD Security Clearance as of day one of employment Physical & Mental Requirements:  This is an ARMED position. Must obtain and maintain eligibility to possess & operate a firearm in Afghanistan (AFG). As a business necessity, must successfully complete/maintain arming requirements including but not limited to: Psychological evaluation (initial evaluation & annual reevaluations); Completion of Civilian Arming Authorization Mgmt System (CAAMS) requirements/documentation & Arming Authorization Letter from US Forces AFG; Afghan weapons permit from the Afghan Ministry of the Interior  Wear required personal protective gear: body armor, helmet, etc. Independently lift/carry duffle bags with a max weight of 70 lbs/piece & move across uneven terrain  Work & live in AFG with potential assignment to any location in AFG based upon needs of the U.S. Gov’t  Meet medical requirements for position as determined by a pre-employment medical screening & published CRC and USCENTCOM medical deployment standards  Walk or stand on level and/or inclined surfaces up to 8 hours/day & sit for up to 3 hours/day; climb/descend stairs; grasp or handle objects; use finger dexterity; bend elbows/knees; reach above/below shoulders; read/interpret typewritten print; communicate by voice & detect sound by ear  Work, live & respond to a wide variety of operational circumstances in a potentially hostile environment - at remote locations, under austere conditions - with extreme aircraft noise, hostile fire, other acts of aggression and/or extreme weather conditions  Maintain emotional stability & behavioral composure, performing effectively during stressful situations  Comply with orders, laws, rules & regs  Reliably complete tasks & duties with min supervision  Appropriately modify behavior & demeanor to meet demands of a situation  Mitigate risk to protect safety  Refrain from using alcohol/substances inappropriately  Aware of own limits; accept constructive feedback  Solve difficult/complex problems  Apply knowledge/reasoning & balances risks/benefits when making decisions  Multi-task without negatively impacting performance  Maintain high standards of work  Communicate clearly  Engage as an active team member  Be respectful of diversity Desired Qualifications: Special Operations experience is highly desired. Full understanding of the Afghan cipher process in the conduct of military operations. Familiar with relationships between NSOCC-A, CSTC-A, and the ANSDF. Previous experience training and advising foreign military soldiers. Required Education: Bachelor's degree from accredited school & six (6) years of related experience, OR four (4) years related experience with Master's degree.
