Position Title: Operations/Senior Operations Coordinator - VMT Salary Band: DOE Work Location: Valdez Schedule: This is a regular exempt level position that works an urban 40-hour week or compressed work week 9/80 schedule. Relocation benefits may apply Number of Positions: Two (2) Minimum Qualifications: Applicant must meet or exceed the following minimum job requirements to be considered for this position. - Bachelor s degree in engineering or a related technical degree. Additional related experience may be substituted for the education requirement - Three (3) years of related experience with operations or maintenance in a marine, pipeline, or petrochemical facility - Advanced technical knowledge of process safety management principles to ensure safe and environmentally sound industrial operations - Experience with processes and systems for crude oil conveyance, storage, and measurement - Experience in reading and interpreting process flow diagrams and piping and instrumentation diagrams (P&IDs) - Advanced verbal and written communication skills Preferences: - Five (5) years experience working on TAPS - Advanced knowledge of Operations and Maintenance functions - Experience working on an Incident Management Team. - Experience in interacting tactfully with regulatory agencies and citizen groups - Experience with the development of programs/processes for assuring regulatory and permit compliance - Experience providing technical guidance to field based staff and supervisors - Experience conducting incident investigations, preferably as the lead investigator Accountabilities & Specific Requirements: Under general direction of a VMT Manager the Sr. Operations Coordinator is accountable for the following: - Develop, design and implement the performance measurement system to lead/drive achievement of desired outcomes in Operations and Maintenance - Monitor system performance and coordinate/intervene with the various Operations and Maintenance Departments to ensure ongoing cooperation and collaboration in achieving desired outcomes - Represent area in dealing with government agencies and stakeholder personnel in addressing their issues. This includes review and interpretation of government regulations and the negotiation of mutually acceptable compliance standards and goals. - Serve as the main point of contact with Federal and State agencies that have oversight responsibilities of the Valdez Marine Terminal, and serve as the Regulatory Specialist for laws and regulations specific to the facility. - Direct operations personnel in troubleshooting process upsets and abnormal operations and making process adjustments to ensure safe and efficient operations Requirements: - Assist with hazard reviews, the development and implementation of mitigations measures, and assure the risk register for area of responsibility is kept current. - Conduct Incident investigations when requested and assist in the development of solutions based on root causes.
