The Highway Operations Technician 4 performs a broad scope of high level of highway operational duties (including scheduling, assigning and overseeing subordinates work, inspecting work, training and guiding staff) related to the most advanced duties involved in items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, snow removal operations, permit compliance, record keeping, work management reports, inventory and features tracking, maintenance management data entry, contract preparation and tracking, environmental compliance, and vehicle and equipment care. These are technical leaders within a specified Org and work unit.

This position exists to provide and preserve a safe and efficient transportation system for the traveling public, as well as being courteous, considerate and prompt in dealing with and serving the public.

Establishes priorities within their technical area to be accomplished and communicates to the crew leaders the needed work and location. The progress of multiple assignments and contractors will be inspected, recorded and (if needed) authorized for payment. The position will assure proper procedures and being utilized.

Training and guiding other staff, overseeing special projects, feature inventory assessment and level of service measurements, as well as assisting with the day-to-day operation of the Org.

Will act on behalf of the supervisor in his/her absence


Knowledge of:

  • Procedures, practices and methods of the operation, preventive maintenance and minor repair of vehicles and equipment used in roadway operations.

  • Org and district procedures, management, business procedures, procurement, reports, feature inventory and customer relations. Knowledge of contract procedures, bidding, awarding and monitoring.

  • Leadership and coaching. Knowledge of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations.

  • Materials, equipment and tools used in work activities and established work methods and standards.

  • Procedures and practices established for the work section; knowledge of MUTCD traffic control for work zones.

  • Math, accounting, English, grammar and computer systems.

Skills in:

  • Applying and making interpretations of federal, state and agency laws, rules regulations, policies and procedures pertaining to work activities, safety practices and public relations; using proper materials, vehicle and equipment to perform work activities within work methods.

  • Oral and written communication

  • Problem solving

  • Interpersonal relationships and skill in leading and coaching.

Ability to:

  • Plan, coordinate, analyze , perform multiple tasks, communicate effectively, comprehend directions, and work under stress.

  • Learn and adapt to changing priorities.


The ideal candidate for this position will have;

  • One year of experience as a Highway Operations Tech 3, or the equivalent.

  • High School Diploma or GED.


  • An Arizona Class “A” Commercial Drivers license (CDL) for a manual transmission (no automatic only restriction) is required

  • Must be able to respond to this site for emergency call outs within 30 minutes

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).
