JOB REQUIREMENTS: PURPOSE AND ROLE: The Operations Manager is responsible for leading the Refinery Operations team in maximizing the economic yield of the refinery based on the approved volume plan, and to do so by the safe, prudent, efficient, and effective operation of facility assets. This position establishes and manages fixed and variable operating budgets and ensures that the refinery is properly staffed to meet Corporate and facility objectives. This position reports to the Refinery Manager. JOB DUTIES AND RESPONSIBILITIES: * Direct the operations of refinery process units to ensure that the facility is operating safely, compliant with environmental regulations, minimizing energy consumption, and maximizing overall profitability. * Advise the Refinery Manager regarding day-to-day and long term processing capabilities. * Have a thorough understanding of the process hazards present at the refinery, and help develop the plans, tactics and strategies to reduce and/or eliminate the likelihood of these hazards impacting personnel or the community at large. * Create an atmosphere of safety consciousness that results in a culture of safe behavior and practices. * Provide training oversight at regular intervals for all staff levels to improve plant operations and safe work practices.Ensure that required training records are maintained and that refinery personnel participation in company sponsored and outside training opportunities. * Develop procedures which minimize the number and magnitude of safety and environmental incidents. Promptly report any incidents,and consult with the Safety, Environmental and/or Engineering Departments to improve facility operations. * Prepare, administer and control budgets for operating expense and capital expense assigned to the Operations Department to meet volume plans/forecasts and operational objectives. * Collaborate with other members of the refinery management team and unit superintendents to plan and manage turnarounds, shutdowns,and start-ups as well as emergency situations. * Serve in assigned role(s) within the facility Incident Command structure. * Develop an employee succession plan through consultation with Human Resources and provide oversight of hiring and training programs to provide for a smooth transfer of knowledge and responsibilities. * Review scheduling of 24/7 employees to ensure that facility operations, vacation needs, training needs and safety/fatigue standards are met while strengthening and enhancing refinery operations. * Attend industry functions and participate in working groups that advance knowledge of refining technical and business issues. * Support community outreach efforts for the Superior Refinery through public and private functions, remain alert for opportunities to recruit new high caliber employees and interact with the public as necessary to answer questions about the operation of the plant REQUIREMENTS: * 10+ years' operating and/or engineering experience in a refinery or petrochemical facility * Demonstrated history of successful leadership * Experience managing employees in a unionized facility strongly preferred * Bachelor's degree in Engineering required, with Chemical Engineering major strongly preferred.
