American Express Director, Recruitment Operations and Program Governance in Salt Lake City, Utah
T he Director, Recruitment Operations and Program Governance, is responsible creating an on-going governance model/structure enterprise-wide to ensure our recruitment program, practices and services deliver a world-class experience for our stakeholders effectively and efficiently, while maintaining consistency and meeting all legal/compliance needs.
Individual will project manage the effort to develop and implement a global governance structure that allows the recruitment service delivery teams to enhance performance levels while effectively managing costs and maintaining program integrity. Define and develop key metrics, reporting and tracking capabilities to ensure that the delivery of recruiting services aligns with overall talent goals of American Express and meets required corporate and local compliance requirements.
Provide corporation with a global competitive advantage by developing and communicating best practices for recruiting efficiency and effectiveness. Serve as an “early-alert” on all trend/issues related to recruiting performance.
Develop a collaborative forum to allow stakeholders to share best practices across all recruiting functions globally
Define and maintain policies and processes for managing recruiting related functions globally to ensure recruiting is operating in most efficient and cost-effective manner. These functions include requisitions; internal job application/posting; employee referrals; working with recruitment firms; employment background checking/drug testing; skill assessments; employment records and retention; temporary staffing firms; and, contingent labor/workforce
Partner with local recruitment and HR teams to ensure compliance with all labor laws and regulatory agency requirements, including EEO, OFCCP, Works Councils and other legal and regulatory bodies
Build and maintain strong cross functional relationships to ensure that all generated policies and process improvements are implemented effectively according to defined standard.
Keep abreast of latest regulatory and compliance requirements to ensure compliance in a timely manner
Work with all recruitment/contingent labor vendors to ensure program compliance globally and regionally and SLA monitoring
Serve as first point of escalation for all recruitment/contingent labor vendor issues to ensure timely resolutions
Manage strategic relationships with primary vendors, including SLAs
Partner with other internal or external teams on all audit / control related activities and requests
Develop and monitor key recruiting metrics and reports (recruiter and vendor performance) to ensure that the recruiting organization is meeting the needs of its internal clients, the corporation's talent agenda, and company and local compliance requirements
Conduct audits and work with other recruiting leaders to ensure quality and completeness of required data
College degree (BA or BS) with 15 years of general HR or financial experience, with demonstrated track record in end-to-end process design/engineering, in large global environment required
Experience in a recruiting operations and vendor management is required
Excellent verbal and written communication skills, including the ability to generate concise, but complete, easily understood operation reports and business briefing documents (e.g. memos and presentations)
Very strong skills in quantitative and trend analysis with a high level of proficiency in constructing EXCEL spreadsheets, and benchmarking studies
Effective in problem solving crossing organizational and geographic lines, with demonstrated strong global project management and implementation experience
Experience with managing global vendors (process intensive) and Service Level Agreements
Working familiarity with temporary and professional recruiting, including related activities such as search, background checks, drug testing, etc.
Working familiarity with EEO, OFCCP, Works Councils and other legal and regulatory requirements
Global experience, perspective and sensitivity to international recruiting practices
Deep and broad understanding of best practices worldwide in Recruiting policies and procedures
A successful track record designing, communicating and managing change on a large national/global basis; consultative skills a plus
Outstanding analytical and relationship management skills with the ability to "sell" change effectively and influence others in highly "matrixed" environment
Ability to work at a strategic level and influence outcomes of strategic initiatives; consultative experience/skills a plus
Strong strategic and operational orientation and ability to comprehend and execute against broad complex organizational needs
