Senior Program Manager, DTS Operational Excellence

The Senior Program Manager, DTS Operational Excellence, will create a sustainable, repeatable framework for continuous improvement, promoting simplicity in DTS Health Plans technology business operations through consistent work practices, elimination of waste, and adoption of new cultural norms. This role empowers employees to address quality cost and speed better ways of working both internally and with business partners. This role will lead a program office team responsible for executing an annual portfolio of work designed to deliver quantifiable improvements in quality, cost and speed. Because this role requires the ability to get work done through groups of stakeholders outside immediate area of responsibility, it requires a unique blend of technical skills, temperament, and leadership experience.

Responsibilities & Requirements

In this role, you will:

  • Lead strategic Operational Excellence initiatives to achieve Cambia and DTS’s top business objectives

  • Conduct end-to-end analytics to identify opportunities for improvement across process, people, and technology

  • Design innovative solutions to enable seamless operations across functional boundaries using Operational Excellence principles

  • Deploy design solutions for short (quick hits), medium (process changes), and long-term (organizational transformation) across DTS operations to ensure consistent, efficient operations at scale

  • Drives tangible and measurable improvements of key processes through the leadership, training and mentoring of a team of change agents.

  • Partner with change management leader to develop communication approach for wide variety of stakeholders

  • Build and track a comprehensive program plan to ensure successful project completion

  • Coordinate with talent development to build specialized training to successfully deploy new solutions

  • Deliver presentations regarding project direction and recommendations to Senior Leadership

  • Leads the development, implementation and overall management of a formal cost reduction process.

Minimum Requirements:

  • Competencies and Knowledge:

  • Demonstrated experience leading cross-functional process improvement and end-to-end business automation projects, preferably in an IT organization.

  • Demonstrated experience managing a CI project portfolio & delivering quantifiable results.

  • Demonstrated experience creating and institutionalizing continuous improvement culture across a large, diverse organization.

  • Deep expertise and understanding of Lean and other improvement methodologies.

  • Deep expertise and understanding of change management methods (Ex: Prosci, GE CAP).

  • Proven leadership experience in effectively teaching, coaching and transferring knowledge to both leadership and line level employees.

  • Demonstrated ability to collaborate with, andinfluence, cross-functional stakeholder groups to drive end-to-end process change; ability to work with individuals at all levels in the organization.

  • Strong business management skills, including business case development.

  • Excellent communication skills and strong personal presence; comfortable presenting to executive level management.

  • Creative problem solver; comfortable with ambiguity and taking action with limited information.The Manager, DTS Operational Excellence, would have a Bachelor’s degree in Business Administration or related field and 10+ years of professional experience with focus on operations in technology. Master’s degree preferred.
