NAVIFOR is supporting the Naval Information Warfighting Development Center (NIWDC) standup its program. NIWDC is a mission and community focused warfighting development center, responsible for providing advanced training, writing, updating TTPs, assessment training, enforcing performance standards, providing operational support to component commanders and Fleet Commanders, and supporting C5ISR modernization across the Fleet. NIWDC is an Echelon IV shore activity in an active, fully operational status under the administrative control (ADCON) of Commander, Naval Information Forces (CNIF) in his or her role as Supported Type Commander / Community lead. CNIF, as an Echelon III command, reports to Commander, U.S. Fleet Forces Command.
The NIWDC Cyber Operations (CO) Team is specifically tasked with capturing, integrating, assessing, reconciling, documenting, and tracking Cyber doctrine and readiness in the Command & Control, Information Technology, Combat Systems, Information Operations, and Space domains within the Navy in alignment with three key areas battle space awareness, assured command and control and integrated fires.
Specific tasks supporting the IFOR N84 and or IWDC will include:
Analytical work, such as gap analysis related to fleet Computer Network Defense (CND)/Information Assurance (IA) initiatives; concept development documented in Concept of Operations (CONOPs), Concept of Employment (CONEMP) or theoretical works; drafting of various forms of doctrine including no more than two TTPs, two TACMEMOs, two Training plans/Standard Operating Procedures and two white papers. Evaluation and validation of the contents of such documents and the transition of their contents into doctrine.
Prepare 7 Cyber Security advanced exercises (AE) to include 7 AE scenarios in power point format with recommended exploit from Red team and DCO actions by blue team and TTPs required for training.
The Contractor shall interact with IWDC, IFOR, Fleet Cyber Command (FCC), U.S. Fleet Forces Command (USFF), the Office of the Chief of Naval Operations (OPNAV) staff, Fleet and Type Commanders, Platform Agents, Warfare Centers of Excellence, other relevant Navy organizations and Services, and DoD Agencies.
Participate in weekly staff planning meetings, briefings, and VTCs as required. Attend meetings, conferences, and workshops regarding current and future doctrine/requirements development and integration on behalf of NIWDC or NAVIFOR. This includes weekly ship visits to local ports to validate fleet requirements.
When requested, the Contractor shall prepare and maintain a Plan of Action and Milestones (POA&M), oral briefings with visual aids and white paper to update command leadership on current Cyber Security initiatives.
Training Requirements from gap analyses related to NIWDC DCO advanced training for DCO personnel
Review and updates to the Cyber Security Doctrine/Tactics Techniques & Procedures (TTP)/Tactical Memorandum (TACMEMO) for Assured Compliance Assessment Solution (ACAS)
Update ACAS CONOPS & TACMEMO to include VPA requirements, processes and expanded scope
Review and updates to the Cyber Security Doctrine/Tactics Techniques & Procedures (TTP)/Tactical Memorandum (TACMEMO) and CONOPS for Hos t Based Security System (HBSS)
Update to the HBSS CONOPS & TACMEMO to include increased scope requirements and processes
Develop one process for tracking and reporting updates to HBSS, ACASS and DCO CONOPS TACMEMOS & TTPs
Develop monthly report that documents performance measures that allow NAVIFOR NIWDC to assess progress against its plans, priorities, and report progress.
The SME shall possess a minimum of 5 years of CND experience or 3 to 5 years admin level expertise in ACAS and HBSS as well as general doctrine development to include CONOP development, Navy and Joint Concept Development and Experimentation, Navy C5I capabilities, warfighting areas, and organization /planning/communication skills to support all facets of the doctrine development life cycle.
The SME shall provide an experience profile that contains 5 years senior, Navy operational experience in maritime missions / functions/ tasks and shall demonstrate a robust working knowledge of Navy, naval, and joint concepts and the processes through which they were derived.
