Engility is looking for a Sr. Operations Research/Data Analyst to provide on-site capabilities in the areas of data analysis, tools, and methodologies. This will support customer programmatic and resourcing decisions that depend on data acquisition and analysis. The primary responsibilities and deliverables for this position include:

  • Provide relevant functional subject matter expertise, including: data analysis, research, system engineering, and budget analysis using Excel pivot tables and Visual Basic for Applications (VBA)

  • Perform data processing (extract, coalesce, normalize and cleanse) to enable and employ analysis and visualization of data using programs such as Excel, Tableau, RStudio, and Stata

  • Provide robust graphical data visualizations and recommendations for quantitative data analysis selection and collection

  • Conduct data acquisition, programmatic collection, and data organization and normalization in preparation for statistical analysis, working with representatives from the functional community and across customer agencies

  • Support development of analytical tools to process large or unstructured datasets

  • Conduct statistical, geospatial, and temporal analysis

  • Implement statistical models to identify and reveal trends, patterns, and relationships in data to provide guidance for senior decision making processes

  • Support studies by developing data visualizations and providing corresponding insights

  • Conduct research efforts to identify new opportunities for analytical assessments and improve decision- making insights

  • Support working groups, technical exchange meetings, and be able to facilitate meetings

  • Interact across multiple customer efforts and agency offices

Required Qualifications:

  • Must have an active/current TS/SCI with polygraph

  • Bachelor’s degree in Operations Research, Engineering, Mathematics, or a quantitative social science

  • Minimum of 10 years of Data Analysis, Operations Research, or Systems Engineering

  • Minimum of 7 years supporting analytic efforts in either the IC or DoD

  • Excel and Visual Basic for Applications (VBA) programming skill to include, macros, array formulas, and pivot tables

  • Proficient with PowerPoint, Word and SharePoint

  • Knowledge of relational databases, table structures, dependencies, and SQL or MS Access query development

  • General programming capability for ad-hoc analyses and data management using tools such as Python or Perl

  • Knowledge of data science or decision analysis, statistical sampling techniques, and quantitative/statistical analysis software applications, such as Excel, R, or Stata

  • Demonstrated excellent communications skills, oral and written

  • Competence in large dataset collection including data selection, execution of data collection scripts, conducting statistical analysis of data, and summarizing results in graphical or tabular form

Desired Qualifications:

  • 7 years supporting implementation of Operations Research or Analytic Studies to address IC issues

  • Master’s degree or Ph.D. in Operations Research, Engineering, Mathematics, or Physical Science

  • Expertise with Excel Macro & VBA code development and Access query development

  • Knowledge of IC/DoD databases and data

  • Familiarity with collection reporting and analytic production lines across the Intelligence Community.

  • Experience in more than one agency

  • Network of contacts in data analysis focused organizations within the IC
