The key purpose of the position is to provide support to the Space Launch System (SLS) Program development, integration, and coordination of SLSP and Element Projects operations, maintenance, test and checkout. The position provides Systems Engineering expertise relative to launch vehicle ground operations, manufacture, test and support systems. The position provides technical insight & oversight to product development, and develops integration products for the successful launch of the SLS Vehicle.
This position will include coordination with the SLS Program representatives (Level 2), Stages Element representatives (Level 3), Stages Element Prime Contractor, and others as required to fulfill this task. Areas of responsibility include but are not limited to: development of ground operations requirements and procedures, development of integration products and agreements, maintaining knowledge of requirements and ICD’s, participation in risk identification and development, support to test and integration activities, and performing Change Package Engineer (CPE) duties. The contractor will participate in working groups, design reviews, Technical Interchange Meetings (TIMs), technical performance meetings, teleconferences, other meetings, and document reviews as needed. The contractor will travel to NASA and contractor facilities as required to support, reviews, meetings, TIMs, conferences, etc. Tasks include:• Develop ground operations products as assigned, including by not limited to ground operations requirements, ground operations procedures, integration agreements, and implementation plans.• Interface with other SLS engineering disciplines, SLS Program/Project office, SLS Elements, and other NASA Centers to ensure the SLS Program successfully meets the mission objectives.• Support SLSP Systems Engineering and Integration (SE&I) team in all areas associated with operations.• Apply knowledge and experience in design, development, test, evaluation, and operations of new, complex systems.• Work closely with NASA Government counterparts, prime contractor personnel, multiple engineering disciplines, and various integrated product teams.• Attend & support team meetings with SLS Program and KSC Ground Systems Development and Operations Program.• Participate in document & milestone reviews to include major milestones; review flight evaluation plans, internal products, various SLS-Systems Engineering and Integration (SE&I) products.• Promote detailed technical coordination within the SLS program (Elements and disciplines), and with external programs and stakeholders.• Lead task teams, plan and execute trade studies, collect data from stakeholders, and prepare and present decision packages to engineering leadership and program management.• Participate in special studies, trades and review items task teams.• Travel as required.
Degree in Engineering or related field from an ABET-accredited university is required. Typically, educational requirements are the equivalent of a Ph.D., with minimum of 12 years of experience, a Masters with at least 15 years of experience, or BS with at least 20 years of experience.
Highly desired experience:• Applying Systems Engineering to complex programs, utilizing Systems Engineering processes and methodologies• Experience in technical integration of complex aerospace systems or operations engineering during the design, development, test and evaluation (DDT&E) and operations phases• Spacecraft Operations Engineering development and implementation (development of ground processing requirements, ground processing procedures, coordinating and documenting required agreements).• Provision of skills, capabilities and knowledge required to interface with program level representatives as well as engineers and other technical personnel designing, developing and delivering spaceflight hardware.• Program or Project Management experience.• Launch Vehicle DDT&E, processing, and launch experience.• 10 to 15 years NASA programs and projects.• Microsoft Office Suite competence (Word, Office, Excel, PowerPoint, Outlook).• Critical thinking, effective communications, and problem solving skills.• Excellent oral, written, interpersonal, customer relation skills, and presentation skills.
Desired experience:• Launch vehicles design and operations interfaces as well as demonstrated experience with systems engineering and integration of launch vehicle ground and/or flight hardware.• Experience with ground operations and logistics for a fielded space transportation system (Space Shuttle, International Space Station (ISS), Expendable Launch Vehicle,• Ground Support Equipment (GSE) requirements, implementation, and/or manufacturing, integration of payloads, space systems, and/or space programs.• NASA/contractor environment familiarity. • Knowledge of NASA space launch operations and flow processes.• Integration of reliability, maintainability, supportability, safety, manufacturability, and operability in the design of space transportation systems.• Requirements formulation, assessment, and verification.• Microsoft Project competence.
