New York City Department of Education Operation Analyst, Operations Unit - Office of School Health in Long Island City, New York

P*osition Summary:*The Office of School Health (OSH) is a joint Program of the Department of Education and the Department of Health and Mental Hygiene responsible for promoting the health of over one (1) million school children enrolled in approximately 1,800 public and non-public schools in the New York City.

The Operation Analyst assists the Director of Operations in the day-to-day management of the budget, human resources, purchasing, vendor contracts, delivery of goods and services, and communication/coordination with DOE DFO, DHR, and purchasing offices. Ensures that the Office of School Health maintains and improves processes to advance the efficiency of daily operations and communication protocols. Performs related work.

K*e*y Relationships:Works closely with members of the Operations Unit. Works closely with staff throughout OSH. Works with all levels of the OSH program managers and with other units as well as DOE DFO, DHR, and purchasing offices.


Administrative Support Services

  • Assists with budget modifications and necessary budget allocations and scheduling.
  • Provides and/or directs the provision of services for a variety of DHR procurement activities, including purchasing.
  • Provides critical technical operational information, as available from DFO, including process updates and changes.
  • Arranges for the provision of services and technical assistance to meet those needs.
  • Serves as a resource to other staff members regarding business-related questions.

Purchasing Operational Services

  • Oversees implementation of budget and purchasing procedures in FAMIS/FAMIS PORTAL.
  • GALAXY/MY GALAXY, and other financial systems.
  • Manages OTPS payments and purchases. Provides transactional oversight and support related to OTPS operational areas.
  • Manages and supports customer operational activities, including budgeting, procurement, contracts, purchasing, and general office support activities. Ensures that all fiscal year deadlines are met.
  • Follows up on problems regarding the delivery of goods and services.
  • Enters and retrieves data from automated information systems and obtains information related to the ability of vendors and contractors to provide goods and services in a timely manner.
  • Facilitates payments and certification of purchase orders for OSH.
  • Maintains files with supporting documentation for expenditures.
  • Supports budget initiatives and analysis, and communicates budget issues and modification deadlines.

Human Resources Operational Services

  • Implements and completes transactions in GALAXY, NYCAPS, and other personnel systems. Works with other DOE departments to ensure timely processing of a variety of personnel actions.
  • Performs personnel action requests and maintains timekeeping records and information for office staff. Serves as liaison with Cybershift, Payroll, and other HR departments.
  • Processes contract negotiated entitlements for staff, including tuition, travel, conferences, and other related professional expenses.
  • Performs personnel action requests and maintains timekeeping records and information of all office staff.
  • Assists with several aspects of preparing events, including staff orientation, development, and training.

  • Ability to think strategically and translate insights into action.
  • Knowledge of assistive technology and other aspects of services for students with disabilities, compliance operations, and/or special education service delivery.
  • Knowledge of budget management, data analysis, and contract management.
  • Attentive to detail, well organized, able to work under pressure, and meet frequent and changing deadlines. Skilled with group problem-solving and working with complex concepts in a dynamic setting.
  • Comprehensive knowledge of all Microsoft Office applications, including Word, Excel, and Access.
  • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
  • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.
  • Cross-functional knowledge of issues, policies and programs related to DSISS /ORS priorities.
  • Successful experience in a multifaceted complex organization.

Salary: $65,694+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
