Direct oversight the engineering, maintenance, construction staff and functions of the department including financial issues, departmental salary and non-salary budgets. Oversees the planning, development, coordination, and implementation of all new construction, remodeling and renovation activities throughout the hospital campus, infrastructure and associated outlying facilities. Provides coordination and administrative oversight to integrated facilities planning and physical plant management of the medical center and its various off-site regional components. Oversee all installation, maintenance, construction, calibration and safety testing of all non-clinical Hospital equipment. Monitors energy and utility usage. Direct and coordinate a multidiscipline of architects and engineers engaged in development, design and planning of systems to increase the quality and efficiency of services provided. Approve plans, specifications and design strategies submitted by design and/or engineering consultants; reviews and approves construction drawings for capital expenditure projects. Oversees supervision of personnel, which includes work allocation, training and problem resolution, evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance. Develops, submits, maintains and monitors annual operating, utilities and capital expenditure. Ensures code compliance by directing engineering project inspection programs; performs plan reviews in coordination with facility planning; develops remedial action programs as appropriate. Participates, establishes, implements and maintains policies, objectives, short and long range planning; develops and implements projects and programs to assist in accomplishment of established goals. Develops and maintains currency of a comprehensive facility Master Plan, incorporating all institutional facilities. Develops and manages annual budget for the department and performs periodic cost and productivity analyses. Monitor all construction projects, coordinate all QC for all construction projects and assist with all high profile construction projects. Coordinate design of construction database, tracking projects both current and future. Monitor the requisition process, including scheduling meetings, reviews and approval of payments to contractors and other project related vendors, verifying information on lien releases, preparing and approving contractor s request for payment with all necessary attachments. Responsible for all phases of project design development, including conceptual, planning, administration, financing, and end-user occupancy. Coordinate and negotiate with end users, contractors, and city and state regulator agencies on project/program requirements; prepare and submit bid documents. Demonstrate knowledge and understanding of the facilities and physical plant requirements of a large, diverse, multipurpose institution. Actively participates on Hospital committees, in the Total Quality Management program and Hospital marketing efforts, as required.
