NAES Corporation has an immediate opening for an experienced Operations Manager at the Linden Cogen facility located in Linden, NJ.

The facility is an 800 MW natural gas/butane gas fired combined cycle co-generation plant located at Railroad and Chemical Avenues within the Phillips 66 refinery. The plant consists of five gas turbine generators exhausting into five triple pressure Heat Recovery Steam Generators (HRSG’s). The HRSG's are connected to a common steam header which supplies steam to three steam turbines and the adjacent refinery.

Requirements

The Operations Manager is responsible for controlling overall operations of the plant. The Operations Manager develops and directs the implementation of the Operating Plan and identifies those areas which may need improvement or further development. The Operations Manager assures that plant operating conditions are within optimum limits.

PRIMARY FUNCTIONS Oversee the activities of the Linden Cogen Plant Operations, keeping the Plant Manager aware of operating plans to the extent that the Plant Manager has the required information to report out to the sites ownership and customers regarding the current Operational details of the facility.

Oversee the activities of the Linden 6 Plant Operations and Maintenance. The Operations Manager is aware of operating plans through communication with the Linden 6 Operations and Maintenance Supervisor.

Oversee the activities of the operating staff including staffing of the plant.

Support all aspects of the sites NERC Compliance Program.

Ensure timely completion of all Operations Training.

Complete monthly O&M; company metrics.

Complete monthly customer production and operational reports.

Coordinate, plan and perform annual Black Start Test, as part of the Con Ed Restoration Plan Requirement.

Coordinate, Con Ed Black Start Restoration Training.

Responsible for NERC, PJM, and NYISO Monthly and Quarterly GADS entry.

Develop and manage plant operations annual financial budget.

Provide and present to site customer, Plant Quarterly Review.

Coordinate, plan and perform seasonal winter and summer DMNC testing.

Working with maintenance and contractors, plan and coordinate all plant equipment outages with Con Ed and NYISO system operations

Coordinate and facilitate annual summer preparedness meeting with Con Edison Chief Systems Operator and Staff.

Ensure Plant Output model is being utilized daily for plant output forecasting.

Develop Operating Plan and direct optimum plant conditions to ensure that thermal and electrical outputs are maintained at maximum level and efficiencies.

Supervise the completion of routine inspections and assigned tasks to support the site Discharge Prevention, Containment and Countermeasures (DPCC) Plan as well as insure that the operating and maintenance staff handle hazardous materials and wastes in a safe and environmentally responsible manner.

Coordinate operational requirements to satisfy maintenance needs.

Oversee plant shut down and start-up procedures to insure they are properly executed.

Assist with the location, screening and hiring of operating personnel.

Prepare required operations reports for the owner.

Maintain the plant Operations Manual, make recommendations for operating policy to Plant Manager and assure that operating policies are kept up-to-date.

Sustain the morale and motivation of operating personnel and handle employee grievances as they arise.

Oversee the daily upkeep of necessary plant logs and records.

SCOPE OF RESPONSIBILITY

The Operations Manager operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within policy constraints. The Operations Manager encounters new and varied work situations, involving a high degree of complexity.

The Operations Manager must ensure that all work is performed in a safe manner resulting in no accidents, in compliance with all operational requirements and environmental permits at all times. The Operations Manager must effectively communicate information to the Plant Manager, Site Maintenance and Operations Supervisors, and subordinate operations and maintenance personnel, relative to the condition of the plant equipment and performance, and provide suggestions for plant improvement. The Operations Manager must ensure duties are performed in such a way to result in an optimum cost-benefit ratio.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer’s needs are being met.

WORKING RELATIONSHIPS

The Operations Manager reports to the Plant Manager, and supervises subordinate operations personnel. The Operations Manager cooperates with the Linden 6 Operations and Maintenance Supervisor in the daily operation of the plant. The Operations Manager cooperates with the Maintenance Manager, EHS Manager, and Finance Manager as needed in the operation of the plant.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS

Physical requirements include: possibility of working on feet for 12 hour periods, requiring stair and ladder climbing; and routinely lifting 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.).

Position requires extended working hours and weekend and holiday work, as required by schedules, work load and plant conditions. The Operations Manager is “On-call” except when on vacation.

All employees will participate in the Fitness for Duty Program. This program includes post-offer physical examinations and drug screening.

JOB QUALIFICATIONS

Bachelor of Science degree in engineering or equivalent desired.

Demonstrated Leadership and motivational skills.

Must have proven technical and troubleshooting abilities.

3 + years of power plant operational experience at a supervisory level or above.

Experience with GE 7FA and 7EA Gas turbines, highly desirable.

Demonstrated abilities with creating annual budgets and working within approved budget.
