About the Agency

What does Peripheral Equipment/Scanner Operator do?Peripheral Equipment/Scanner Operators perform work that involves preparing, scanning, reviewing, searching, indexing and initiating appropriate actions to create images for the Automated Freedom of Information Act (AFOIA) system. You will print and mail letters and documents in response to requests for information. The work involves various related duties and processes associated with the operation of high-speed scanning equipment to establish, maintain, protect, and dispose a variety of records and files.

WHAT IS THE WAGE & INVESTMENT DIVISION?The Wage & Investment Division (W&I;) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I; objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I; partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.

Position is located in Submission Processing, Data Converison Operation, Data Converison Department 2, Scrips Team 202, located at 333 West Pershing Road, Kansas City, MO 64108.

Duties

As a Peripheral Equipment/Scanner Operator you will:

  • Identify and sort incoming correspondence into specific disclosure case types based on Disclosure Internal Revenue Manuals and AFOIA requirements.
  • Scan documents, unload stacker trays, complete the batch cover sheet and secure documents.
  • Expands or subdivides overcrowded files and removes records for disposition according to established schedules and applicable rules and regulations.
  • Monitor the Print Queue to print requests/documents from multiple workflows.
  • Responsible for indexing all documents scanned into AFOIA. Indexing involves extracting information from incoming requests, associating responsive documents with existing disclosure case files in AFOIA or following established naming conventions.
  • Perform quality control review on the imaged documents, where you will reject and rescan documents that failed image capture when processed through the scanner.
  • Resolve operating problems such as clearing paper jams, adjusting stacker trays, and replacing printer ink cartridges.
  • Identify, analyze, and make suggestions for resolution or correction of any situation which could impact the efficiency or economy of the work area.

Qualifications

You must meet the following requirements by the closing date of this announcement. * *BASIC REQUIREMENTS: GS-05 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: knowledge of and experience using operating characteristics of equipment and controls to diagnose, adjust, repair, and operate the equipment or machine and perform preventive maintenance; Knowledge of and experience working with the features, capabilities, and characteristics of several software applications to diagnose and solve some technical processing errors and problems. Your experience should demonstrate knowledge of rules, regulations, guidelines and procedures relating to the production of materials using electronic systems to operate the equipment, schedule work, and solve problems, as well as, record keeping requirements to maintain records. OR You may substitute education for general experience as follows: A Bachelor’s degree or four (4) years of education above high school in any field of study from an accredited business, secretarial or technical school, junior college, college or university.

GS-06 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: knowledge of and experience using the operating characteristics of a wide range of complex equipment and controls to diagnose, adjust, repair, and operate the equipment or machine and perform preventive maintenance; Knowledge of and experience working with the features, capabilities, and characteristics of several software applications to diagnose and solve technical processing errors and problems. Your experience should demonstrate knowledge of rules, regulations, guidelines and procedures relating to the production of materials using electronic systems to operate the equipment, schedule work, and solve problems, as well as record keeping requirements to maintain records.**

Specialized Experience Statement: Demonstrating knowledge of and experience operating the SCRIPS system and all related peripheral components such as image controllers, feeders, scanners, serializers, printers and tape drives; Knowledge and skill to diagnose, solve, and correct equipment operating problems; knowledge and skill using the features, capabilities and unique characteristics of several software applications in order to diagnose and solve technical processing errors and problems; Knowledge of forms content and composition to diagnose cause of errors, determine appropriate action, and associate rejected forms with related documents; knowledge of work flow, job priorities, established deadlines and methods, procedures and practices to operate the system, schedule work and resolve problems

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-time work is considered on a prorated basis.

You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).

Physical Demands: The work requires extended periods of standing, frequent bending, reaching, stooping, or similar activities necessary to set up, operate, adjust, and monitor the operation of equipment. The work also requires lifting heavy objects over 50 pounds.
