Air Operations Manager

DUTIES AND RESPONSIBILITIES

:

The Manager- Air Operations is responsible for both Air Terminal and Airfield operations.

In terms of Air Terminal operations, the Manager shall provide a control function that manages all information and terminal resources required to receive, document, plan and move passengers, baggage, cargo and U.S. mail to ensure maximum aircraft utilization, timely completion of work, and compliance with required procedures/ regulations. One key element of the baggage and cargo handling is provision of load planning services to ensure cargo and mail are transported in compliance with required instructions/ regulations and within required times and without damage. A second key element is the provision of passenger and baggage services to ensure passenger processing services timely manner as well as the

screening of passengers and baggage to ensure absence of prohibited items, compliance with required procedures/ regulations, and completion of screening within required time. Finally the Manager provides fleet service to ensure aircraft are cleaned and serviced prior to departure within required time and in accordance with required procedures/ regulations.

In terms of Airfield operations, the Manager is r esponsible for safe and efficient operations by ensuring the airfield is free of hazards through conducting airfield checks for FOD, nighttime airfield lighting and other airfield inspections.

The function provides and tracks Notices to Airmen (NOTAM), local airfield and navigational aid status, and weather information as requested.

He/she coordinates with other base departments to meet aircrew requirements for billeting, messing, refueling, transportation and any transient aircraft maintenance.

One key element is the provisioning of aircraft ground handling services and airfield support services in support of the Department of Defense (DoD) Airlift System to include but not limited to all US Government owned or operated aircraft, US sponsored foreign government aircraft, Coalition Forces aircraft, commercial contract aircraft, and tendered aircraft at NSF DG The Manager oversees crews providing assistance to aircrews for aircraft servicing of oil, nitrogen and other liquids/gasses as required.

KNOWLEDGE and SKILLS:

Must have expert knowledge of applicable AMC policy and regulations, the Integrated Data Environment (IDE), Global Transportation Network (GTN), and Global Air Transportation Execution System (GATES).

Completion of the advanced air transportation course and award of Air Force Specialty Code 2T291 or equivalent preferred.

EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES

EDUCATION:

BS or BA undergraduate degree in such fields of study as

Aviation Management,

Aerospace Engineering, Airway Science, Aviation, or a similar airport- or aviation-focused field of study is required. Ten (10) years’ directly related an industry experience is deemed equivalent.

EXPERIENCE:

Ten (10) years’ previous management experience in Airfield Operations required in such areas as air regulation (US, Military and International); aeronautical charts, maps, and publications; flight data and NOTAM systems; familiarity of navigational aids; basic aircraft design characteristics; fundamentals of meteorology . Airfield Vehicle Operations Instruction Course (AVOIC) training.

Must have expert knowledge of applicable AMC policy and regulations, the Integrated Data Environment (IDE), Global Transportation Network (GTN), and Global Air Transportation Execution System (GATES).

ABILITIES: The candidate must be a self-starter capable of working in a fast-paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.

Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.

Excellent communication skills – verbal, written and listening.

Ability to interact with staff at all levels from craft persons to senior executives.

Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.

Computer skills: proficiency in MS Office Suite.
