MAXIMUS Field Operations Manager in Harrisburg, Pennsylvania

The Field Operations Manager acts a Liaison between the Enrollment Assistance Program Contract Manager and the Medicaid Managed Care Plans. Builds relationships with County Assistance Offices and Community Based Organizations by traveling and delivering educational presentations regarding the Enrollment Assistance Program.

  • Manages Enrollment Assistance Program Outreach Field Staff, Community and Special Needs activities, including updating reference materials, and coordinating project initiatives.

  • Directly supervises and manages the day-to-day operations of the Special Needs and Outreach Coordinators.

  • Develops and monitors performance goals, objectives and coordination of quality monitoring, and makes recommendations for operational changes to improve efficiency and accuracy of field functions.

  • Manages the scheduling and performance of Outreach staff to ensure compliance with contract requirements.

  • Responsible for the enrollment and education of special populations including Children in Substitute Care and Juvenile Probation.

  • Liaison between the Enrollment Assistance Program Contract Manager and the Medicaid Managed Care Plans.

  • Collaborating with internal management team to improve enrollment and quality procedures.

  • Builds relationships with County Assistance Offices and Community Based Organizations by traveling and delivering educational presentations regarding the Enrollment Assistance Program.

  • Coordinates and facilitates the HealthChoices Advisory Committee Meetings, held three times/year at five different locations within the State.

  • Hosts the bi-monthly webinars for the Enrollment Assistance Program.

  • Create and analyze weekly/monthly Quality and Performance Reports.

  • Performs other duties as may be assigned by management.

  • Bachelor's degree from an accredited college or university; field of study in Business Management or Social Services preferred.

  • 2 to 4 years of relevant experience required.

  • Experience in a management role with a government agency, project, Medicaid HMO or related agency.

  • Experience in operations management, community relations and outreach oversight with a thorough understanding of outreach operations and materials development.

  • Experience handling sensitive and confidential information.

  • Experience with the development and implementation of quality policies and procedures for field enrollment staff.

  • Experience working with culturally and linguistically diverse and disadvantaged populations in a courteous and effective manner.

  • Excellent supervisory skills for offsite staff.

  • Computer literacy.

  • Excellent organizational, interpersonal, written, and verbal communication skills.

  • Ability to perform comfortably in a fast-paced, deadline-oriented work environment.

  • Ability to successfully execute many complex tasks simultaneously.

  • Ability to work as a team member, as well as independently.

  • Travel within PA required.

  • Preferred Candidates will possess MS Project experience, Bi-lingual Spanish language, contacts with community-based organizations (CBO) and County Assistance Offices (CAO), 2+ years of public presentation skills.
