Job Summary

The Military Veterans Health Senior Operational Business & Systems Analyst acts as an intermediary between the business community and the technical community working with IT project teams and business operations clients to collect, clarify, and translate business requirements into documentation and conceptual design (using appropriate tools and models) from which applications and solutions are developed. This role is an active thought partner and application visionary who shapes the technology demand among the business community. This role will need to have creativity, technical and statistical acumen, and project management skills to manage operational improvement efforts for improvements, projects and products. This role will co-own operational processes with functional operations leaders, continually driving innovation and improvements in efficiency, service and quality.

Characteristics and Responsibilities

Business & Systems Analysis and Solution Design (45%)

  • Proactively conducts operational business analysis to develop high level requirements, strategic services, solutions and programs

  • Clearly articulates and documents operational business requirements

  • Business Lead in communications including requirements and design

  • Coordinate project delivery by participating in design reviews and walk-throughs to communicate systems designs and validate proposed solutions

  • Engage with knowledge workers to incorporate usability and user interface needs when designing systems

  • Proactively resolve customer satisfaction issues internally and externally

  • Develop and maintain operational artifacts, such as, flow diagrams, process diagram, and current and proposed state diagrams

  • Act as the Subject Matter Expert for the use of owned tools to maximize return on tools capabilities

  • Continually identify improvement/optimization opportunities; works with Process Leads, Process Analysts, and IS to present enhancements to departmental processes

  • Configure and author content in business owned applications

Project Management (25%)

  • Develop and maintain overall operational business cases, project plans, schedules, resource plans and dependencies for business project efforts.

  • Assess the risks of various solutions and prioritizes competing business demands

  • Manage ongoing relationship with business partner to drive satisfaction with IT and vendors when the solution involves those avenues

  • Provide status to management and internal partners to explain business project issues, risks, and timeline, indicating any changes to initial timeline

  • Make innovative suggestions to address inefficiencies and design enhancements on assigned projects

Leadership (30%)

  • Provide leadership, expertise and solutions on complex initiatives

  • Capable of making independent decisions

  • Mentor others and may represent management at times

  • Take a leadership role on highly complex projects and provide guidance to less experienced staff

  • Handle multiple competing initiatives and escalates issues effectively


Work Experience


  • 4 or more years of experience working in a highly technical or complex environment working on IT projects OR a combination of relevant experience and demonstrated ability to meet the departmental Career Ladder Competencies which include Focus, Leadership, Design/Analysis, Support/Implementation, Strategy, Budget and Analytic Ability.

  • Demonstrated experience in planning, effective requirements gathering, and documenting and understanding business policies and procedures


  • 2 or more years of experience in health insurance, claims processing, and customer service environment



  • Bachelor’s Degree in Business, Management, Information Technology or Computer Science or related field; OR equivalent post high school education and/or work-related experience
