The Management Operations Directorate, Facilities Management Division, Operations and Maintenance Branch,(Code 227) seeks a Facility Operations Specialist for the Operations, and Maintenance Branch. This Branch provides operations and maintenance services for new and existing facilities at GSFC.

Duties

As a Facility Operations Specialist, you will be responsible for monitoring and appraising the managerial and technical representation and contracted services coordination of major performance based contracts, which provide operations, maintenance, custodial, refuse, landscaping, recycling and grounds maintenance services for GSFC. Ensure Contractor compliance with the Statement of Work. Works with the Contractor to identify areas where technical improvements can be made and assists with developing plans to implement these areas of technical improvement. Achieves quality through continuous improvement activities by establishing performance standards. Ensure personnel and property safety. Foster and works effectively with multi-disciplinary research teams and projects. Reviews and recommends approval or disapproval for payment of Contractor invoices. Recommend contract and task order modifications desired in technical provisions. Maintain the official contract work order file. Develop and present the award fee and/or performance evaluation report.

You will represent the Center on the Agency-wide Operations and Maintenance Facilities Implementation Team (OMFIT). Interact frequently with Headquarters (HQ) and other NASA centers. Serve as the Center's lead participant for the monthly VITS conferences which are conducted by NASA HQ and include all NASA centers and other government installations. Attend meetings and conferences at HQ and other centers. Participate in Agency-wide committees, initiatives, and assignments. The incumbent will serve as the technical Lead for a team consisting of Facilities Operation Specialist.

You will develop and present periodic reports to senior management on the status of the contract and the performance of the contractor. In performing these assignments, apply a broad understanding of complex engineering concepts, design procedures, construction practices and management concepts to support mission goals and objectives effectively and efficiently.

You will coordinate construction and rehabilitation projects that may be required on short notice. Prepare comprehensive reports on both the technical and administrative aspects of the program for the information of higher management levels. Direct the work for custodial, grounds maintenance, landscaping, and refuse removal contracts with a variety or trades or technical disciplines whose employees are widely dispersed, work various shifts, and have a substantial annual turnover of personnel. Coordinate work operations among subordinate units and with other organizations, making changes in work organization or the assignment of functions to improve workflow and increase productivity.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade GS-12, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as comprehensive experience with a the principles, such as; concepts, and practices concerning facility administration sufficient to evaluate, adapt, or modify procedures and practices concerning property facilities, utility systems, buildings, equipment, plans, and grounds. Experience in ensuring compliance on statement of work, monitoring and appraising the managerial and technical representation of contracted services. Experience in leading teams in the execution of facilities related work.

This position is being announced in conjunction with a Merit Promotion vacancy number GS17C0205.
