Position Description:

CGI Federal is seeking qualified applicants for on-site customer support to U.S. Cyber Command (USCYBERCOM) located near Fort Meade, MD. USCYBERCOM is a USSTRATCOM Component whose mission is to operate and defend the Department of Defense (DoD) Global Information Grid (DODIN). More specifically, "USCYBERCOM plans, coordinates, integrates, synchronizes and conducts activities to: direct the operations and defense of specified Department of Defense information networks and; prepare to, and when directed, conduct full spectrum military cyberspace operations in order to enable actions in all domains, ensure US/Allied freedom of action in cyberspace and deny the same to our adversaries." The qualified applicant will help provide CGI Federal’s support to USCYBERCOM in the execution of current Computer Network Defense (CND) and Information Assurance (IA) policies and procedures, with the goal of assured information availability, protection, and delivery in order to enable decision superiority to the warfighter. The applicant will be involved in a wide range of CND and IA activities related to the secure operation of the DODIN.

Principal Duties and Responsibilities

The candidate shall provide cyber operations, analytic and defense support for USCYBERCOM's J3/Operations Directorate's Joint Operations Center (JOC) located at FT Meade, MD. USCYBERCOM JOC personnel work a fixed-shift (non-rotating) shift schedule and are deemed as “mission essential. Shiftworkets shall execute, in real time, triaging of events, incident handling, network analysis, threat detection, trend analysis, vulnerability and exploit information dissemination, and coordination of information and operations across the JOC floor and Department of Defense, all in accordance mission requirements, DoD regulations, guidelines and the Computer Network Defense Service Provider (CNDSP) methodology.

Standard day (Monday through Friday, "9-5") positions include long-term cyber fusion/all-source analysis, cyber system requirements analysis, strategic support to cyber operations, malware analysis, support to cyberspace operational planners and support to offensive cyber operations.

The candidate should be an expert in the field of cyber security and specifically, DoD computer network defense with a strong understanding of the lifecycle of the network threats, attack vectors, and network vulnerability exploitation.

Additional duties for shiftworkers include:

• Remain engaged with government leadership throughout each shift, providing prompt and comprehensive responses to taskings and keeping them fully aware of all aspects of operations.

• Coordinate fully with all relevant stakeholders across the JOC floor and across the Department of Defense.

• Maintain and provide leadership with situational awareness of DNDO defensive cyber operations/status across the Department of Defense Information Network (DODIN).

• Maintain awareness of USSTRATCOM/USCYBERCOM directives, orders, alerts, and messages; respond to related network operations questions.

• Identify and escalate issues affecting the operation and defense of the DoD DODIN.

• Coordinate network defense operations with DoD Component Commands/Services/Agencies/Field Activities (CC/S/A/FAs), Intelligence Agencies, Law Enforcement (LE), US government organizations; communicate with Industry and Academic entities on network operations/defense activities.

• Update DOD shared situational awareness collaborative platforms and mechanisms i.e., websites, blogs, and Wikipedia style mechanisms.

• Brief CC/S/A/FAs on the status of DODIN defense through collaboration meetings and online sessions.

• Develop, release, and track status of mission related orders to include Task Orders (TO), Warning Orders (WARNORD), and Fragmentary Orders (FRAGO).

• Consume and analyze operational reporting from cyber organizations; prepare and deliver daily situational awareness and operational update briefings to USTRATCOM and USCYBERCOM leadership.

• Monitor, process, and utilize DOD classified and unclassified networks.

• Respond to official questions through Request For Information (RFI) tools.

• Review and monitor incident response and status for accuracy and clarity from CC/S/A/FAs utilizing current and future tools; including the Joint Computer Emergency.

• Utilize the Joint Incident Management System (JIMS).

• Maintain situational awareness of cyber activity in the Information Technology (IT) industry by reviewing open source reporting for new vulnerabilities, malware, or other threats that have the potential to impact the DODIN.

• Coordinate with other cyber elements to obtain information for slides, briefings, presentations, or other situational awareness products.

• Participate in command exercises and provide feedback in after action reports.

Required Qualifications:

• Experience in a cybersecurity, cyberwarfare or a related field/discipline.

• Current TS/SCI with single scope polygraph security clearance (Exceptional candidates without the polygraph can be considered for sponsorship on a case-by-case basis).

• The ability to work shifts as required by the customer.

• 8570 Certified Level I (Candidates who are already certified are preferred, but candidates who are willing to self-study and pursue certification on their own time and self-fund the test will also be considered on a case-by-case basis).
