About the Position:OTC has the mission to conduct realistic operational testing in the critical areas of equipment, doctrine, force design and training. The command conducts the operational tests, required by Public Law, that provides significant data to Army decision makers on key Army systems and concepts.

This position is located at: US Army Test and Evaluation Command (ATEC), US Army Operational Test Command (OTC), Fort Hood, TX 76544.

ATEC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will initially be set within a range from $62,722 - $96,958.

Responsibilities
  • Serve as an expert and mentor in the areas of requirement development, design of experiments, data collection, data reduction, data analysis, and reporting for operational tests or experiments using scientific methods.
  • Provide expert judgment concerning the validity of assumptions and the criteria by which the chosen alternatives will be evaluated.
  • Perform analysis for major phases of varied equipment/systems using mathematical models, matrices, instrumentation, modeling, and/or simulation.
  • Develop and structure the problem and establish procedures for obtaining data and determine variables that are relevant to the problem.
  • Draw conclusions from studies and formulate recommendations concerning program approaches for decision-making.
  • Develop or analyze modeling/simulation technology for systems/equipment under test or experimentation.
  • Maintain continuity of design, execution, and evaluation techniques for tests and experiments.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Basic Education Requirements: Degree: operations research OR at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. You must submit your transcripts as a part of your application package.

In addition to meeting the basic requirements as identified above, applicants also must meet the experience requirements as identified below.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience in three or more of the following: requirement development, design of experiments, data collection, data reduction, data analysis, and reporting for operational tests or experiments using scientific methods, applied mathematics, and fundamental concepts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11), which is the highest grade within the next lower pay band (NH-02).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of operations research analysis
  • Skill in providing recommendations/solutions on various operational test issues
  • Knowledge of operational testing requirements
  • Skill in written communication
Education
