Raytheon Operations Program Manager in Forest, Mississippi
This position will provide operations resources to the F15 Sustainment contracts. The Program Office for this position is based in El Segundo, while the manufacturing is based in Forest. The ability to serve as a liaison between both locations is a critical part of the position. The operations role requires adaptability, a sense of urgency and focus with respect to contract deliverables, working within existing policy and procedures to maintain hardware integrity while adapting to changing circumstances and events. Candidates must be adaptable, resourceful and easily work across functions to satisfy the production obligations. Oversees and coordinates the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for Operations Management and oversight of depot and/or production programs in the Forest Consolidated Manufacturing Center. Responsible for the overall cost, schedule and quality performance of the production program. Responsibilities include operations leadership throughout the IPDS program life cycle, developing schedule plans, resource loading, and management of business performance metrics. This position also requires active leadership in the creation of capital plans, ensuring producible designs along with implementing and maintaining production processes. The position will support the finance organization through the use of Earned Value Management, and is required to lead the completion of EACs and variance analysis for the respective programs. The role will require frequent involvement in the proposal strategy and pricing development process, working alongside the cost estimating team. The position interacts daily with functional resources including production engineering, test engineering, quality engineering, material control, and production control. Serves as the primary customer contact on status and performance and anticipates customer needs to ensure their satisfaction. The functional leadership for this position is also located in Forest MS, so candidates must be able to communicate effectively across time zones and be able to work a high degree of autonomy. Required Skills: •Excellent communicator – able to distill complex events into executable tasks •Ability to have influence without authority to inspire actions across functions •Responsive and able to prioritize tasks to meet internal and external deadlines •Minimum eight (8) years’ experience in defense electronics manufacturing / project management •Writing and developing manufacturing plans and strategies •Defense electronics manufacturing project management experience •Presentation skills for internal and external customers •Interpersonal relational skills with peers and with internal and external customers •Earned Value Management skills; Cost Account Management •Manufacturing Line of Balance skills •Managing Independent Reviews and Gate Reviews, especially IPDS Gate 10 and IR-10 Production Readiness Reviews •Existing DoD Secret Clearance •Knowledge of manufacturing planning/scheduling and lean manufacturing concepts •Direct related experience in manufacturing operations, project engineering or project management on development and production programs with prior leadership skills in a team-based manufacturing environment •Working knowledge of manufacturing metrics used to manage operations •Previous experience leading proposal strategy, Basis of Estimate development and an understanding of business finance •Candidate should possess a working knowledge of Six Sigma and lean manufacturing experience •U.S. Citizenship •Ability to obtain U.S. Security Clearance •U.S. Citizenship status is required as this position will need a U.S. Security clearance within 1 year of start date Desired Skills: •Strength in excel, PRISM and one RTN tools •Prior operations experience •Managing Make/Buy/Where decisions •Factory Analysis •Working knowledge of Internal Raytheon engineering, manufacturing, and financial systems such as IPDS, EVMS, R6s, SAP, and VM, Program Management, Lean Manufacturing or Six Sigma Blackbelt certification.
