BASIC JOB DESCRIPTIONThe ideal candidate will conduct organized analytical assessments and evaluations to understand and/or evaluate complex issues to inform decision making, policy development, system development, management, or administration of client processes.

SPECIFIC JOB DESCRIPTIONANSER is seeking qualified personnel to provide JT&E test planning support for a 12 month QRT. The Critical Strategic Power Projection Infrastructure (CRSSPI) QRT will address interagency infrastructure assessment (IIA) tactics, techniques, and procedures (TTPs) in order to develop an implementation plan for manning, agreements, funding and coordination.

ANSER is seeking qualified candidates with the expertise, experience, and background necessary to provide ORSA analytical products and technical support to complete the CRSSPI QRT in accordance with the Test Directive and associated guidance for this specific effort. The successful candidate will be able to apply ORSA skillsets to rapidly support test plan development and provide clear results backed by detailed analysis derived from proven methodologies.

Operations Research & Statistical Analysis (ORSA) Personnel will:

  • Work with Test Planners and Test Lead to develop and coordinate the test plan

  • Formulate problems and design research and study methods

  • Conduct and supervise qualitative and quantitative analyses of complex military and related problems

  • Apply objective, analytical, and orderly thinking to the analysis of complex operational and management problems, and support this analysis when appropriate with the use of ORSA tools and techniques such as statistical inference, network analysis, models, mathematical programming, and simulations

  • Summarize and synthesize complex analyses into simplified terms and present results to decision makers

  • Plan, evaluate, coordinate, and integrate ORSA actions with other staff elements and functions

EDUCATION AND EXPERIENCEAdvanced degree plus at least 2 years of operations research and/or statistical analysis experience; or bachelor’s degree plus at least 5 years of operations research and/or statistical analysis experience.

SKILLS AND EXPERIENCEGreater consideration will be given to candidates with experience in the following:

  • Mobilization planning at a CCMD, Service Staff or MAJCOM

  • Background in DOD transportation infrastructure

  • Interagency knowledge

  • Critical Infrastructure Protection

  • Operational Test & Evaluation

Additional Qualifications:

  • Current TS security clearance, or expiration of TS within the past 2 years

  • SCI eligibility (currently hold or have previously possessed SCI)

  • Previous experience as member of a Joint Test team either as a military, civilian, or contractor is highly desired

  • Strong interpersonal/social skills; proven staff officer/contractor support excellence.Exceptional written, and verbal communication skills

  • Experience in staffing, communication, and coordination efforts across commands, services, orJoint Staff
