Lockheed Martin MILSATCOM Operating Sustainment (COOLS) Program Senior Manager in Colorado Springs, Colorado
This senior manager position reports (badged and deployed) to the Director of Military Space Operations, Sustainment and Logistics (OS&L), will be located in Colorado Springs, CO and will be responsible for the program management of a $170 M/year operations and sustainment program. This senior manager will be responsible for managing and leading COOLS (Combined Orbital Operations and Logistics Sustainment), providing for operations support and sustainment of the DSCS (Defense Satellite Communication System) , Milstar and AEHF (Advanced Extremely High Frequency) satellite and associated ground programs (e.g. ASMCS Advanced EHF Satellite Mission Control Subsystem. The COOLS program provides sustainment and factory engineering support to the DSCS, Milstar, and AEHF spacecraft and associated protected, secure, and wideband communication payloads, flight and ground software/data base products, on site operational support at Schriever and Peterson Air Force Bases (AFB) in Colorado Springs, CO and auxiliary operational support center infrastructure and factory lab sustainment located at both Colorado Springs, CO, Sunnyvale, CA and other CONUS locations. This PM also leads and managed an integrated LOB team, along with a major subcontractor of 400 personnel and coordinates, communicates and interfaces closely with the Lockheed Martin AEHF development team at Sunnyvale, CA, a major subcontractor, the Air Force acquisition centers as well as Air Force operational squadrons located principally at Schriever AFB but also to include other CONUS and OCONUS based locations. In addition, this PM will drive the strategy to secure follow-on COOLS contracts and modifications.
Basic Qualifications • Military or defense contractor program management, project management or significant IPT (Integrated Product Team) lead experience on military/DoD space satellite and ground systems • Demonstrated DoD or Intelligence Community (IC) space operational unit and acquisition center experience • Proven ability to communicate and establish/maintain relationships with multiple US government customer stakeholders • Experience in DoD/Military/IC or National Security Space on-orbit and ground operational support • Demonstrated ability to consolidate cross-functional, cross-business area and multi-location teams and produce year-over-year cost savings • Business management acumen and skills to include business development, ability to meet financial commitments, perform annual resource planning, and perform cost and schedule management • Ability to obtain and maintain security clearance at TS/SCI or higher • Develop and achieve financial commitments for Orders, Sales, EBIT (Earnings Before Income and Taxes) , Cash, and Overhead and controlling and forecasting program and cost growth • Experience with capture new business and increasing business base by aggressively shaping the market through strong customer relationships, and delivering best value solutions. • Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment. • Demonstration of Full Spectrum Leadership Attributes
Desired skills • Program Manager Competency Rating • Strong customer relations skills including operation experience, contract negotiations, work scope/proposal development, baseline management, and business development to secure new opportunities • Experience in one or more National Security Space (MilSpace or SP) program domains • Experience with Lockheed Martin MILSPACE LOB (Line of Business) business initiatives and other LOBs in identifying new study and technology contracts • Experience in anomaly resolution and constellation sustainment processes on DoD space systems • Established relationships with the SSC major functional organizational elements • Demonstrated effectiveness to develop objectives and goals across multi-location teams • Ability to coordinate and work with other LOBs Commercial, Civil, and MILSPACE operations and sustainment space programs to identify, develop, and integrate efficiencies with external or internal processes and personnel resources • DoD or defense contractor experience with managing a major subcontractor
