Job Description

VDOT is seeking a Licensed Professional Engineer to plan, implement and manage the safety program, with emphasis on proactive safety analysis and crash and fatality prevention for the Richmond District. You will establish, implement and track completion of safety and operational improvement projects, including before and after analysis; address roadway safety and operational problems through a process of conducting traffic engineering studies, analyses and preparing recommended solutions; and provide Responsible Charge oversight in determining the need for and appropriate type of traffic control on the roadway system. Position will perform/supervise operational analyses using traffic engineering software; perform field reviews, plan development and estimates; and signs/seals traffic impact studies and traffic engineering design as needed. You will provide Traffic Engineering support for various regional operations function such as on-call contracts and services, systems engineering, ITS design and arterial operations. Develop and supervise project management activities for traffic engineering devices, including signs, signals, guardrail, etc.; coordinate with District/Regional staff; and sign/seal project development documents.

Minimum Qualifications

Requires Virginia Professional Engineer License (PE); if licensure is from another state, selected candidate must show proof of application and payment for Virginia licensure prior to employment. Knowledge of federal and state regulations (including FHWA) related to traffic engineering activities and projects. Demonstrated ability to conduct roadway safety audits, comprehensive safety reviews and operational capacity analyses; to manage a program and lead diverse groups in efforts to improve highway safety; to interpret/apply standards, specifications, policies/procedures related to engineering, fiscal and administrative responsibilities; and to lead and coordinate staff on project assignments. Ability to address roadway safety and operational problems through a process of conducting traffic engineering studies, analyses, and preparation of recommended solutions; to perform analysis of allowable work hours using Highway Capacity Manual (HCM) methodology for paving/construction projects; and to communicate effectively orally and in writing with individuals and groups. Skill in the use of computers and software applications to include traffic engineering analysis and design software. Experience in design of guardrail, pavement markings, signing plans, and work zones; design/review of Transportation Management Plans (TMP), Maintenance of Traffic Plans (MOT), and Detour Plans; and how to apply transportation, highway and traffic engineering principles/practices, with strong emphasis in highway safety. Considerable experience using MUTCD, AASHTO and HCM. Valid driver’s license required.

Preferred Qualifications

Bachelor’s Degree in Civil or Transportation Engineering or related field. Experience with ArcGIS, Database, Microstation, and GuideSign. Experience working with local governments, elected officials, citizens and engineering consultants; and in highway construction and maintenance operations. Experience using various traffic engineering software (Synchro, HCS, Sidra, VISSIM and etc.). Supervisory experience in training staff, mentoring others, motivating and evaluating staff. Professional Traffic Operations Engineer (PTOE) Certification.

Special Requirements

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Telework options to be determined by manager according to business need.
