Every day, our Operations Support Specialists provide a variety of management services essential to facilitating the direction and operation of USCIS in support of our mission. Our OSS assist management (supervisors, senior leaders) in administering policies and procedures by providing advice, guidance, and instruction; reviewing and finalizing initiatives concerning all administrative programs, ensuring compliance to internal and external policy-guidance, to include complex and sensitive issues, and provide excellent customer service to not only our management team, all personnel and our public-stakeholders.

This position of Operations Support Specialist starts at a salary of $51,776 GS-09 grade level, to $81,433 GS-11 grade level, with promotion potential to GS-11 grade level. This position is in the bargaining unit. This position is not considered "essential" for purposes of reporting to work when the facility might otherwise be closed.

Relocation expenses are authorized if you are a USCIS employee assigned to the Refugee, Asylum and International Operations program and have been approved for rotation from an overseas assignment. Relocation expenses for USCIS employees assigned to an OCONUS location will be considered on a case-by-case basis.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

As a Operations Support Specialist, you will:

  • Administratively support operations by developing, implementing, interpreting and advising on administrative function requirements
  • Prepare project papers, staff reports, compile and organize, deliver or present briefings to managers/supervisors to promote understanding and acceptance of findings and recommendations. Review newly issued regulations or directives to ascertain their impact on program areas.
  • Conduct extensive research and analysis on administrative projects to gather and analyze relevant data, develop options, make recommendations, and provide comprehensive reports.
  • Monitor administrative activities and prepares a variety of reports utilizing various automated systems
  • Analyze and evaluate effectiveness of complex and substantive management support and administrative systems, programs, and processes. Participate in strategic planning, development of business strategies and recommends internal procedural changes.
  • Serve as a liaison and consultative link with the District Office and all Program Offices, internal and external customers, community and civic stakeholder-representatives through official roles designated by Management Directives, regulations and operating procedures; in such operational matters as Human Resources, Budget & Finance, WebTA, Vehicle Control, Audit & Internal Control Programs, Facility Coordinator, Accountable Exit Control Officer, New Employee Orientation Program Coordinator, Training Coordinator, Travel Organizer, Property Coordinator, Field Mail Facility Manager, office-wide point of contact for Communications and Call-up Actions Coordinator.

Qualifications

GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, equivalent to at least the GS-07 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Conducting studies on administrative practices and procedures and identifying, analyzing, and recommending solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution;.
  • Recording administrative transactions and preparing a variety of automated reports;
  • Updating data on spreadsheets;
  • Identifying and recommending solutions to administrative problems, and providing advice to staff on established methods and procedures. OR
  • You may substitute a Master's degree or 2 full years of graduate education leading to such a degree in any field or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: In addition to the requirements at the lower grade levels (2), you qualify at the GS-11 level if you possess one (1) year of specialized experience equivalent to at least the GS-09 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of this position. You must have experience performing the following duties:

  • Coordinating and monitoring a variety of administrative projects (e.g., budget, personnel, travel, space and logistics, resource acquisition)
  • Identifying and recommending solutions to a wide range of administrative problems;
  • Analyzing administrative data from a variety of sources to develop trends, patterns, profiles, estimates, and studies;
  • Preparing preliminary and finished reports and documents and representing the office in dealings with various USCIS organizational levels, internal and external customers, vendors, and personnel from a myriad of administrative support organizations. * OR*
  • You may substitute a doctoral degree (PhD or equivalent degree), or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. (if related for experience) at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
