State of Massachusetts Quality Operations and Management Coordinator in Boston 51Sleeper St, Massachusetts

The Department of Early Education and Care (EEC) is seeking to hire a Quality Operations and Management Coordinator to assist with the management of internal operations and procedures for EEC.

Detailed Statement of Duties and Responsibilities

Reporting to the Deputy Commissioner of Administration and Finance, the Quality Operations and Management Coordinator will perform the following duties:

  • Assist in the operations management of all EEC offices (EEC Central and five Regional Offices) which may include some space planning and project management;

  • Assist with maintaining the operational services budget and the procurement process of goods and services related to operations including working within the requirements of COMMBUYS;

  • Administer and maintain EEC asset management including but not limited to office equipment and furnishings, audio/visual equipment, and systems and services;

  • Oversee the Reception Desk area and copy/mailroom ensuring a neat and orderly presentation at all times;

  • Responsible for maintaining adequate supplies and inventory for the successful operations of the EEC Central Office;

  • Supervise the Receptionist and ensure that there is coverage at all times;

  • Supervise the Facilities Coordinator and ensure that all tasks assigned to this individual are completed in a timely manner;

  • Oversight of facility access cards and security systems;

  • Act as Department liaison with the Commonwealth's Operational Services Division (OSD), Division of Capitol Asset Management and Maintenance (DCAMM), Bureau of State Office Buildings (BSOB), and building management in all EEC locations.

  • Strong supervision skills

  • Knowledge of State and Federal records retention and archival requirements, timetables, regulations, and processes

  • Knowledge of Americans with Disabilities Act (ADA) requirements and regulations

  • Experience writing, analyzing, and awarding RFRs

  • Excellent written and oral communication skills

  • Strong computer skills, including MS Word, Excel, and Access

  • Knowledge of the Commonwealth's COMMBUYS system

  • Knowledge of the MMARS automated accounting system, MMARS documents, Warehouse queries, and the completion and processing of such

  • Other duties as assigned

  • A good sense of humor and willingness to help at all times

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.**

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
