Eagle Ray is seeking an Senior Engineer to support the USAID’s Engineering Management and Enterprise Architecture requirements. The Engineering Lead will provide technical and engineering oversight throughout the Systems Development Lifecycle (SDLC) from initial investigation, non-functional requirements gathering, and architecture/design, to testing, piloting, and deployment through the different stages of technology insertion and innovation.
The Engineer (Senior) shall support/lead tasks necessary to maintain the optimal configuration and operation of USAID’s core business services infrastructure. Provide Operational Engineering expertise, support the IT environment and assist the O&M team in resolving complex IT issues and problems (eg. Tier 3 and higher support). Onsite support shall be available during M/CIO core business hours (08:00 to 16:45 hours, ET) Monday through Friday excluding Federal holidays with On-Call support extended for Severity 1 incidents to 24x7x365.
Responsibilities include but not limited to
Resolve escalated incidents and improve Network Operations (including network optimization, network design, network configuration/implementation and network security) of USAID Voice, VPN, VSAT, LAN, MAN, WAN, and Wireless LAN;
Resolve escalated incidents and improve SecOps (including Account Management, Identity Management, Access Control, and Secure Configurations of all IT assets, Intrusion Systems, Firewalls, Content Filtering, SIEM, Vulnerability assessment and remediation);
Resolve escalated incidents and establish efficiencies for the server and storage infrastructure architecture and operations (including network topology, IT directory services, servers and core services availability, storage optimization, software distribution, domain controllers; member servers, databases, network storage, hypervisors);
Work with Integrated Project Teams to lead transition of new technologies into O&M (including documentation of AS-IS and TO-BE states of operational enhancements of IT core infrastructure business services).;
Complete independent analysis of O&M Tier 2 & 3 incidents to identify areas requiring increased focus on user training, hardware and software configuration issues, and network issues, and recommend actions for Service Desk team execution.
Provide efforts to ensure the capacity of the network storage continually meets the needs of the Agency by:
Evaluating and updating capacity and performance management processes and tools;
Providing periodic performance and capacity management and analysis support for the USAID worldwide infrastructure based on performance and capacity test data (routine performance and capacity analysis should be performed quarterly for CONUS and OCONUS for five approved sites);
Implementing enhancements to optimize performance;
Creating and updating processes and SOP's for capacity and resource management based on the evolving nature of the USAID systems. As an example, as the system moves toward more cloud-based systems, the nature and process of measurements will change;
Analyzing current system utilization, performance data, and capacity information to determine how it is meeting user needs and investigating areas of improvement;
Forecasting future system capacity requirements based on current utilization, performance data, and business objectives;
Creating long-term system resource requirements based on capacity forecasts and performance data;
Surveying, evaluating, and recommending additional SaaS opportunities to replace or enhance existing agency systems and implementing upon approval.
10+ years of IT consulting experience.
Bachelor’s Degree or advanced training in Engineering, Computer Science or Information
Secret clearance required.
Strong written and verbal communications skills.
Ability to set objective, define problems and lead teams
Ability to work well with teams and mentor junior team members
Previous experience in a network monitoring center and specific experience with one or more of the following:
Server hardware and associated operating systems with a focus on Intel technology, Microsoft Windows Server/Active Directory, Linux
Virtualization technology on Intel platforms, especially VMware vSphere, Citrix XenApp; Virtual Desktop Technology (VDI) including VMware and Citrix technologies
Networking solutions including routers, switches, load balancers, wireless with focus on Cisco and VMWare vSwitches;
Security devices including firewalls and intrusion detection (IDS/IPS) with focus on Cisco and Juniper
Security applications including anti-virus, syslog, security analysis, data loss protection tools and knowledge of Trusted Internet Computing (TIC) standards/implementation (focu on Splunk, McAfee,
Storage subsystems including SAN, NAS devices, storage switchtes, fiber data fabric networks, iSCSI, along with storage management/monitoring tools, backup technologies (focus on NetApp technologies)
Capacity and performance analysis, data collection and reporting for network, server and storage
Enterprise System Monitoring solutions (monitoring and event management) for network, server, storage and security devices (firewalls) (focus on IBM Tivoli Monitoring, Solarwinds, OPNET)
Enterprise database solutions (Oracle and Microsoft SQL)
Infrastructure experience with Data Center Operations, Network Admin, Server Operations, Mobile Device Management)
Cloud computing and cloud spaced services including IaaS and SaaS
ITIL Foundations V3 certification
Agile Path Cloud Computing Reference Model (CC-RM)
Cloudera and Big Data appliances, including EMC, GreenPlum, and Netezza, Apache Cassandra, Apache Hadoop
