LOCATION OF POSITION
The incumbent of this position will serve as the Assistant Manager to the Payroll Operations section. This position directs the day to day work of the section (3 separate payroll teams), assuring that payrolls are produced and supporting records are maintained accurately, timely and efficiently and in adherence to sound accounting practices as outlined by Federal and State statutes and regulations and as prescribed by Central Payroll Bureau policy and procedures. The Assistant Manager engages in the planning, organizing and execution of the business activities of the Operations section and will be subject to constant interaction with staff, employees and agency representatives.
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
- Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
- Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

Three years experience in payroll production in a supervisory capacity is required.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience in medium to large payroll environment (2500+ employees)
- Experience in meeting deadlines
- Experience in operations with strong focus on customer service
- Experience processing non-resident alien payroll
LICENSES, REGISTRATIONS AND CERTIFICATIONS
- Employees in this classification may be assigned duties which require the operation of a motor vehicle.
- Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
