Position DescriptionPrimary purpose:Electrical power-focused Project Manager for KM's Product Pipeline's Operations Optimization work-group. The Operations Optimization work group manages the procurement and efficient use of electricity, natural gas, and drag reducing agent for all assets in the business unit. This position provides a variety of coordination, planning, stewardship, and optimization services that enable energy efficient, cost-effective operations.Essential duties and responsibilities:Coordinates Energy-related Planning and Stewardship ActivitiesAssists in developing annual fuel and power expense models and compiling annual budgets for the various Products Pipelines business entities by location and commodity.Assists in budget variance analysis and re-forecasting as required.Develops and implements "what if" scenario tools and special studies comparing alternative supply tariffs /contracts, pumping unit setups, pipeline scheduling variations, etc.Prepares regulatory cost of service studies and supporting documentation. May also be called upon to provide testimony in regulatory hearings.Serves as liaison to Business Development and Engineering with respect to expansion projects, mergers, acquisitions, and major expense projects that may potentially involve energy matters.Manages Regional Energy Supply IssuesCommunicates regularly with key energy vendors to maintain emergency contact information, evaluate alternative tariffs, explore energy efficiency opportunities and incentives, address unplanned and coordinate planned supply interruptions, start and stop service, and maintain vendor-owned hardware.Prepares and implements efficiency performance contracts and incentive rebate applications with vendors and state agencies.Participates in industry groups and consortiums to monitor, analyze, and intervene in (when appropriate), supplier regulatory activities and rate cases.Monitors and evaluates market, legislative, and regulatory activitiesfor trends and potential energy impacts such as renewable portfolio, climate change, and smart grid initiativesMonitors and Influences Operational Energy ConsumptionIn coordination with Products Movements, evaluates cost effectiveness of various pipeline pumping and product distribution configurations and makes recommendations for optimization.Seeks to identify suboptimal operating conditions such as excessive throttling, poor pumping efficiencies, and poor electrical load factors, and prepares recommendations for improving cost performance.Prepares and delivers energy-related training as needed or as requested by Products Movements including design and implementation of interruptible programs, optimization of time-of-use tariffs, etc.Coordinates electrical curtailment programs with vendors and Products Movements. This includes tools and training required for reliability-based curtailment programs and evaluation and bidding of curtailable power in market price-based curtailment programsSystem Metrics/ Data ManagementAssists in developing, validating, and monitoring system energy performance and value metrics and uses such metrics to identify and prioritize potential improvement opportunities.Provides cost performance feedback data to Products Movements as necessary and as requested to assist in best managing pipeline and facility operations.Provides Expansion and Capital Project SupportProvides fuel and power cost estimates to business development for determining project economics and integrates into subsequent budgets as required.Recommends energy efficient equipment and materials such as pumps, motors, variable frequency/speed drives, lighting and control systems to project managers.Assists project managers with energy efficient equipment and materials specifications for preparing requests for proposals and other documents.Assesses project design's energy and operational impacts.Monitors post-installation impacts to fuel and power.Position RequirementsMinimum Requirements:Educa
