Lockheed Martin Category Management Senior Staff - Combat Development Special Operations Forces - Top Secret Clearance Required in Alexandria, Virginia

The Capabilities Development Analyst is primarily responsible for supporting all unit capability development through the analysis, documentation, and management of the unit's capability portfolio formalized with the production and staffing of Joint Capabilities Integration & Development System (JCIDS) compliant requirements documents.

Responsible for finalizing and staffing various types of requirements/acquisition Tasking Messages.

Assist with the management of the customer's Requirements and Acquisition Document Library, which includes the storage and retrieval of approved Tasking Messages, JCIDS documents and other related products.

Aid in the day-to-day management of the Investment/Capabilities Portfolio. These duties include facilitating efforts into the Investment and Operations and Maintenance (O&M) Program Objective Memorandum (POM) for the Planning, Programming, Budgeting, and Execution (PPBE) process.

Work closely with Capabilities Development Manager, FISOs, and Assistant Program Managers in support of specific programs and projects.

Implement the Special Operations Forces Capabilities Integration and Development System (SOFCIDS) process in support of program needs. Develop all SOFCIDS documentation required in support of the program. The contractor shall advise and assist Government personnel in preparation of SOFCIDS document.

Assist Government personnel in preparing new requirements documentation as required by United States Special Operations Command Directive 71-4.

Track the status of project requirement actions. The contractor shall assess progress against the requirements, identify associated issues and/or problems, and recommend specific actions for resolution.

Provide technical support to various commodity working groups and/or Integrated Planning Teams (IPTs).

Prepare for, attend, participate in, and provide follow-up support, as needed, at meetings, conferences, seminars, conventions, IPTs, program acquisition/commodity group working group meetings, and semi-annual programmatic reviews.

Prepare, update, maintain, and present program and project briefings using a standard format.

Adhere to the SOCOM Personnel Directives provided by the requiring office.

Perform standardized procedures for content located on the Government's portal and public network file share sites to ensure that all products are visible, discoverable, accessible, interoperable, understandable, and responsive to the Government's needs through the extensive use of Microsoft SharePoint.

Basic Qualifications Possess three years of experience supporting DoD requirements and/or acquisition programs.

Three years of experience supporting SOF requirements and/or acquisitions.

Equivalency of DAWIA Level II training in Program Management, with a focus on Requirements Management.

Familiarity with SOCOM Directives 70-1 and 71-4, as well as all of the associated references listed within or knowledge and experience with policy guidance and governing policies to include DODD 5000.1 and DODI 5000.2., Chairman of Joint Chiefs of Staff Instruction (CJCSI) 3170.01F and Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C. AR 70-1, AR 71-32, AR 71-9, Operational Needs Statement (ONS) process, and Joint Urgent Operational Needs (JUON) process as specified in CJCSI 3470.01A.

Knowledge and experience with the Joint Capabilities Integration and Development System (JCIDS) within the Department of the Army.

Final Top Secret security clearance, eligible for access to Sensitive Compartmented Information (SCI)

Desired skills Extensive knowledge of the DOTMLPF domain. Extensive knowledge of (POM) for the Planning, Programming, Budgeting, and Execution (PPBE) process. Experience in classified and/or compartmented acquisition programs Special Operations Forces / Intelligence community requirements development 12 plus years of combat development experience Extensive working knowledge of the Federal Acquisition Regulation (FAR) and Defense Acquisition Guidebook (DAG) Extensive Experience with Microsoft SharePoint
