About the Position: ECBC is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-03 is equal to the former GS-12 step 01 through GS-14 step 10.

The Aberdeen Proving Ground (Edgewood Area) is situated adjacent to the towns of Edgewood and Joppatowne and is located in Harford County, Maryland. The Edgewood Area sits on 13,000 acres with the Bush River to the east and the Chesapeake Bay to the south, offering recreation, sports, golf, pools, and child/day care facilities.

Serve as Branch Chief responsible for initiating and executing system, cost, and economic analyses of total chemical oriented projects and engineering systems. Identifies and prescribes specific cost data and sources, collects and analyzes data for accuracy, suitability, content, and completeness, and reduces data to a usable format for cost/economic analysis. Using engineering, operations research, statistical and econometrical techniques, develops methods and factors for estimating or projecting the cost of existing or advanced material systems and research projects. Review and validate cost estimates, economic analyses, effectiveness or trade-off studies, reports, etc. Perform cost improvement capabilities, determining area of improvement and developing cost estimating relationships. Participate in conference, symposiums and seminars. Supervise work of personnel, evaluates performance, interviews candidates, recommends personnel actions, resolves complaints, etc. Competencies include knowledge and techniques of engineering, mathematics, and related sciences. Skilled in analytical and evaluative methods to analyze, interpret and validate data. Ability to manage and direct the work of a professional and technical staff involved in research and development.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Preparation, evaluation, and validation of cost and systems analysis studies. 2. Broad experience applying analytical and evaluate methods to research programs including use of EVMS.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Planning & Management Policies
  • Knowledge of Management Analyst Principles
  • Skill in Analyzing
  • Ability to Communicate

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus
